Meeting Summary:  The first meeting of the Model Solar Energy Facility Ordinance Working Group (MSEFOWG) was held at CSAC offices at 11th & K Street in Sacramento from 10 am - noon on May 19, 2011.  About 30 individuals attended the meeting (in person and via conference call).  The group was represented by members of CCPDA, Solar Industry Consultants, CSEIA, OPR, CA Energy Commission, CA Farm Bureau, Assemblyman Nielsen's office representative and a member from the public.  The purpose of the meeting was to begin work on discussing issues that need to be incorporated into a Model Solar Energy Facility (SEF) Ordinance.  A great deal of discussion was held on developing issues and beginning the discussion of those issues.  The group spent the most time exploring the issue of SEF on Agricultural land from a variety of perspectives.  A lively discussion ensued.  In the end, we agreed that we need more time to focus on the other less controversial issues first, then return to the issue of SEF on Ag lands. 

Detailed Meeting Notes:  For detailed information, please review the attached notes that were taken 'on the fly', to capture what was discussed.  These notes were developed and projected to all in the room and on the conference call (via WebEx) in an effort to gather as much information as possible which can be used to draft the model ordinance. 

PLEASE NOTE:  The following meeting notes represent a 'brainstorming effort' by the group.  With the use of TRACK CHANGES, you will note in RED UNDERLINE the issues added per the discussion.  These will be used as input into the Model Solar Energy Facility Ordinance.
